It was 100% a political decision regardless of what they may have said!

Dr. Blair Peters aka the Queer Surgeon who performs gender surgeries and is an ASPS member has provided some insight into this. You can see in the link below that he said the broader membership of the organization did not know about this statement nor approve of it and that actual surgeons who perform these surgeons were not consulted. Additionally, he believes this to be a 100% political decision that does not represent the view of most ASPS members etc.

AD: "... when their gender identity does not match the sex they were assigned at birth ..."

Sex and gender are two entirely different kettles of fish. Something of a category error at best to talk about genders matching a sex. Like saying the musical note C-sharp weighs 10 pounds.

"gender" is, at best, simply a set of behavioural and psychological traits typical of each sex whereas the sexes -- male & female -- denote only, to a first approximation, the presence of testicles and ovaries, respectively.

Some male -- i.e., testicle-haver -- may well have a "feminine gender identity", an atypical one, but he most certainly isn't a female, i.e., an ovary-haver.
